BOTHELL - Police have arrested a 48-year-old Bothell man after he allegedly lured two children -- a nine-year-old boy and a four-year-old girl - into his truck Monday evening.

Investigators say Dean Kinsman first approached the nine-year-old boy and offered to buy him a bike if he got in the truck.

9 year old Bryan tells Q13 Fox News Kinsman was insistent he come with him to Fred Meyer.

"He says lets go. I don't know cause stuff might happen. He says no it will be real quick, he's like come on."

Police say Kinsman then returned Bryan and the bicycle back to his house on 11th Drive S.E. just outside Bothell.

His father Marco says the kidnapping was frightening for his family.

"It's kinda scary, really scary you know, we've been thinking about it today, this guy taking him away."

Investigators say while in the same neighborhood, Kinsman allegedly lured a four-year-old girl into his pickup by offering to buy her shoes.

The girl's brother Chris Cort chased after the truck all the way to Kinsman's house.

"I went up and yelled her name. She kind of pulled away then I went up and grabbed her and pulled her back," said Cort.

Cort's mother called 911, and the girl's father Don Halcom went to Kinsman's house to confront him.

"He tried shaking my hand and telling me he didn't mean any harm. I let him know I wasn't shaking his hand, the only reason I wasn't hurting him was because the police were on their way," said Kinsman.

Neighbor Travis Pringle says Kinsman didn't go easy, and he and his friends helped Deputies catch him.

"We booked it after him, chased him around the house, cop comes over and pulls out his gun and his taser and starts yelling at him to get on the floor," said Pringle.

Neighbors say Kinsman is renting a room in a house that is about a block from where the children live. Q13 Fox News tried speaking with his roommates but they declined to talk with us for our story.

Dean Kinsman was booked into the Snohomish County Jail on two counts of investigation of second-degree kidnapping. His bail was set at $100,000. Prosecutors have until Thursday to formally charge him. The sheriff's office says Kinsman does not have a criminal history.
